IT-08-59: Diligent Efforts Protocol, Admn. Directive #12-08
On July 9, 2008, Administrative Directive #12-08, entitled PCSE Diligent Efforts Protocol, was issued by Judge Carchman, Administrative Director of New Jersey Courts. The Diligent Efforts Protocol was developed to provide an alternative method to establish service of process. The Protocol details how service of process may be documented to the court or hearing officer by demonstrating PCSE staff exercised “diligent efforts” to verify the obligor’s address when serving notices by ordinary mail.
IT-09-55: USPS Electronic Return Receipt
Per the Administrative Office of the Courts’ Memorandum, dated June 1, 2009, on April 28, 2009, a Supreme Court order was approved, resulting in the relaxation of court rules in order to accommodate the proper use of a new USPS electronic return receipt as proof of service of process on NJKiDS–generated notices of court proceedings.
IT-09-65: Setting Appropriate Child Support Orders
This transmittal announces the Federal OCSE Dear Colleague Letter DCL-09-15, dated April 21, 2009, issuing a Report from the National Judicial-Child Support Task Force on Practical Techniques Used in Setting Appropriate Child Support Orders. The Task Force is a group of professionals representing State and Tribal child support enforcement agencies, State courts, State court administrators, national court and judicial associations, and the Federal Office of Child Support Enforcement.
IT-10-45: Availability of Child Support Guidelines Calculator on www.njchildsupport.org
A link to the New Jersey Guidelines Calculator is now available online to customers at www.njchildsupport.org. QuickCalc will give customers a general estimate of child support. It is for informational purposes only and is not a guarantee of the amount of child support that will be ordered. The results obtained are only as accurate as the information provided in the calculator.
IT-10-62: Critical Clarification—Paternity Coding in NJKiDS
This informational transmittal clarifies the paternity status coding of member dependents in NJKiDS.

IT-11-58: Artificial Insemination
This transmittal addresses inquiries about the appropriateness of pursuing child support orders against sperm donors.
IT-12-05: Requesting copies of Certificates of Parentage
Authorized users should continue to utilize the POP OnBase system to access copies of a COP . However, in the instances when a copy cannot be retrieved, all requests for copies of a COP must be submitted in writing, on agency letterhead, to the POP office. The POP office can be reached by phone at (800) 767-6607 or by fax at (609) 631-0336.
IT-12-08: Same Sex Parents and Certificates of Parentage
This transmittal advises that a COP should not be completed by same-sex parents. This information must be shared with appropriate staff.
IT-12-09: Interim Procedures for TANF Change of Beneficiaries (Supersedes IT 11-10)
This Informational Transmittal has been amended from the original IT 11-10, dated February 23, 2011, to amend procedures for creating an arrears payback amount on “Spin From” cases which have arrears but have no existing arrears payback amount. The amendment is italicized on the top of page 3 of this IT.

AT-18-06: Certified Mail Status in NJKiDS
