The FPLS is a national computer system operated by the OCSE . The goal of the FPLS is to quickly locate persons involved in CS cases and to expedite case processing. The FPLS allows Child Support Enforcement Agencies to access nationwide location, income, asset, and employment information on NCPs in a timely manner. It also allows communication between states that share participants, cases, or support orders. The FPLS is composed of the following:
The PRWORA legislation enacted in 1996 expanded the FPLS to include both the NDNH and the FCR . The EFPLS contains the NCP’s name, SSN, DOB, and gender. The anticipated response is address information or a SSN. The request for information is an automated process through the FCR. The agencies then respond separately to the request for information. Responses to the requests can be received on any day of the month and are not necessarily verified.

The FCR is an interface that has information from all state Case Registries, which contain records of child support cases being provided CS services. All new IV-D cases, non-IV-D cases, and cases with support orders established or modified on or after October 1, 1998, are submitted to the FCR. The FCR is housed within the EFPLS . The FCR serves as a source for identifying individuals living or working in other states and as a “pointer” system that directs the agency requesting information to other sources for more detailed information. The FCR is a conduit through which NCP information is matched with a variety of databases. The FCR obtains information from the other interfaces. For example, the FCR interfaces with the Social Security Administration to supply SSNs missing from the records of NCPs. The same interface also validates the SSNs that are recorded for NCPs.
Federal regulations require that the automated systems in all states have a FVI . In accordance with 42 U.S.C. § 654(26)(D), by entering the FVI, New Jersey fulfills the requirement to notify the Secretary of the DHHS when there is reasonable evidence of family violence. This, in turn, transmits the FVI to the FCR. In New Jersey, an applicant may waive support if it is determined that pursuing support may endanger the safety of the applicant and his or her family. Evidence of family violence or abuse to the CP activates the FVI for that parent. If the FVI is entered on NJKiDS , it prevents the information on any of the parties to be reported to the FCR, even if the party has a second case.
The NDNH comprises information received from the SDNH in each state. All employers are required by law to report new employees to the SDNHSDNH . Information sent to the NDNH contains W-4 information for new hires and is compared at the parent level. The NDNH can also provide address information on an NCP. Unemployment insurance information and quarterly wage information are also received from the NDNH.
Note: Successful searches using the tools above are contingent upon having accurate information identifying the NCP, including name, SSN, DOB, place of birth, and parents’ names.
The DOC interfaces to match cases where the NCP is currently incarcerated in New Jersey. The match is based on the NCP’s last name and date of birth and occurs every 30 days. The match does not update the NCP address to reflect the prison address information or SBI number. This information must be entered manually.
