IT-11-21: Genetic Testing for Intergovernmental IV-D Cases

This transmittal is to notify staff of changes in the responsibility for payment processing of genetic testing costs in intergovernmental IV-D cases. As of May 2011, the Federal OCSEOffice of Child Support Enforcement shifted the responsibility of payment for genetic testing costs to the Responding Agency in all intergovernmental IV-D cases.

IT-11-76: Use of Federal Intergovernmental Forms by Foreign Reciprocating Countries

The ACF has published a Dear Colleague Letter (DCL-11-22) regarding the use of Intergovernmental forms by foreign reciprocating countries. The DCL serves as a reminder to states that the federal regulation 45 CFR 303.7(a) and the use of federally approved Intergovernmental forms only applies to State IV-D agencies and Tribes. There is no requirement that a foreign reciprocating country use the federally approved forms.

IT-12-36: Telephonic Hearings

The Division of Family Development, Office of Child Support Services, has received numerous inquiries concerning the appropriateness of accepting telephonic testimony during court hearings regarding intergovernmental cases. As a general reminder, per New Jersey state law: The physical presence of the petitioner in a responding tribunal of this State is not required for the establishment, enforcement, or modification of a support order or the rendition of a judgment determining parentage (N.J.S.A. 2A:4-30.92(28)a).

IT-12-41: Query Interstate Cases for KIDS (QUICK) Update

QUICKQuery Interstate Cases for KIDS is the federal initiative that allows authorized users to view case data from another state’s automated system in real time. New Jersey users can access QUICK through the SSPState Services Portal located in the Tools section of NJKiDS, which links to the Federal OCSEOffice of Child Support Enforcement SSP website.

IT-12-50: Requesting Documents from other States

This Informational Transmittal serves to remind workers that when requesting any documentation or information from another state for a Child Support/IV-D case, always send the request through the proper Intergovernmental channels. Regardless of whether or not the case here in New Jersey is categorized as an Intergovernmental or Instate case, any request that requires documentation from another jurisdiction should always be sent to that state’s Central Registry. This would typically been done through CSENet if the case is an Intergovernmental case on NJKiDS, or by using the UIFSA Transmittal #2 or #3 if the case is not.

IT-16-05: FCR Query Application through the State Services Portal (SSP)

This IT supplements IT-15-18 issued on May 19, 2015. The FCR Query application is a tool that can be used to locate individuals prior to having to open a case within the State of New Jersey. This application is available to all NJKiDS users who have access to the QUICK application. Please review this IT and attachments in its entirety.

IT-16-15: 2008 Amendments to the Uniform Interstate Family Support Act (UIFSA)

This transmittal is to announce that on March 23, 2016, the governor of New Jersey signed into law A-2373/S-995, which enacted the 2008 UIFSAUniform Interstate Family Support Act amendments and repealed the previous UIFSA statutes. The new law became effective on April 1, 2016. Please review this IT and attachments in its entirety.

IT-16-27: Changes to the OCSE State Services Portal (SSP) Home Page

This transmittal is to inform staff of the new features and requirements found on the State Services Portal, which staff can access via a link through the NJKiDS Tools tab. Please review this IT and attachments in its entirety.

IT-16-28: Enhancement to the Office of Child Support Enforcement State Services Portal (SSP) e-Employer Application

This transmittal is to inform staff of the new updates to the eEmployer application that contains all the employer information contained in the NDNHNational Directory of New Hires database. Please review this IT in its entirety.

AT-16-22: New Case Processing—Hague Child Support Convention Countries

This Transmittal clarifies the countries subject to the Hague treaty and the forms available for processing cases internationally with other Convention countries. This information will be incorporated into applicable UIFSA trainings. Please note that there will likely be minimal impact to child support staff as New Jersey’s international caseload is extremely small. Please review this AT and attachment in its entirety.

AT-18-01: Intergovernmental Child Support Cases: New Federal Intergovernmental Child Support Enforcement Forms, CSENet Transactions and Related Training Offerings

Effective January 15, 2018, state child support agencies will be required to use the new OMB-approved forms. The Transmittal also lists classroom and web-based trainings available to staff. Please review this AT in its entirety.

AT-18-12: Intergovernmental Form Enhancements and Nondisclosure Indicator in NJKiDS

Effective November 5, 2018, additional data field elements have been added to certain Intergovernmental Child Support Enforcement Forms.  Additionally, a Nondisclosure checkbox has been added to the Interstate Information page in NJKiDS. Please review this AT in its entirely.
